The formal diplomatic letter states, in part, 'the desire which inspires Me to maintain and strengthen more and more the links of perfect friendship, so happily established between Bulgaria and Greece, has determined Me to accredit to Your Majesty as My Envoy Extraordinary and Minister Plenipotentiary Monsieur Dimitri Chichmanoff……I pray Your Majesty to welcome My Minister with good will and to accord entire trust and belief to all that he will have the honour to say to Your Majesty on My Behalf, above all, when, in accordance with his most express instructions, he will renew to Your Majesty the assurance of the high esteem and unalterable friendship with which I am, My Brother, Your Majesty's good Brother'.
