The partially printed document, completed in manuscript, was issued by Mommsen in his capacity as a Rector at the Friedrich Wilhelm University (today the Humboldt University of Berlin) and certifies that George Thouret, a student of theology, has taken an oath before the academic authorities to 'promise faith, obedience and reverence' and has thereby been legitimately enrolled within the university.
