HUSSEIN SADDAM: (1937-2006) President of Iraq 1979-2003. A.L.S., in Arabic, one page, 8vo, n.p. (Republican Palace, Baghdad?), 8th April 1984, to Tariq Aziz, on printed stationery featuring the coat of arms of Iraq, in Arabic. Marked Secret, Hussein issues a memorandum to his Deputy Prime Minister and Minister of Foreign Affairs in relation to a meeting with Donald Rumsfeld, in the presence of Ambassador Nizar Hamdoon, in order to establish a position regarding reconciliation with America, suggesting that a request be made for the United States government to provide a loan of five billion dollars to finance the Iraqi economy and to be repaid from oil, and concluding by asking for his greetings to be conveyed to President Reagan. Donald Rumsfeld (1932-2021) American politician who was appointed as a special envoy to the Middle East by President Ronald Reagan in November 1983. Rumsfeld served as United States Secretary of Defence 1975-77, 2001-06, leading the coalition forces against Iraq in 2003.
