HUSSEIN SADDAM: (1937-2006) President of Iraq 1979-2003. A.L.S., in Arabic, one page, 8vo, n.p. (Republican Palace, Baghdad?), 8th April 1984, to Tariq Aziz, on printed stationery featuring the coat of arms of Iraq, in Arabic. Marked Secret, Hussein issues a memorandum to his Deputy Prime Minister and Minister of Foreign Affairs in relation to a meeting with Donald Rumsfeld, in the presence of Ambassador Nizar Hamdoon, in order to establish a position regarding reconciliation with America, suggesting that a request be made for the United States government to provide a loan of five billion dollars to finance the Iraqi economy and to be repaid from oil, and concluding by asking for his greetings to be conveyed to President Reagan.
