המחבר נולד בנובהרדוק, ו"היה רב לקהלות ישראל בעיר הארטפארד קאנני (קונטיקט) אשר בארצות הברית באמריקה". הוא היה תלמיד ישיבת מיר, וולוזין. נסמך מאת הנצי"ב, ורבי יצחק אלחנן מקובנא היה רב בהרטפורד-קונטיקט-ארה"ב למעלה מ-40 שנה.
בשער, חותמת: חלק ראשון, אבל לא נדפס יותר.
